Then, for several years, the stories started to build up a picture of a questionable publisher that could publish articles without peer-review and that spammed scientists with e-mails asking for papers. Eventually, in 2008, this (and other reasons) led to the creation of the Open Access Scholarly Publishers Association (http://oaspa.org/), which strives to set standards and organize the serious open access publishers (Eysenbach 2008; Grant 2009a)."
