Academic publishing is no longer part of the funding of higher education institutions in Norway

From 2025 the Norwegian Government makes changes in the system for funding of Universities and University Colleges. Publication points will no longer be part of the funding of the higher education institutions in Norway.

Publication points for 2023 will not be awarded

This means that publication points for 2023 no longer will be awarded through the so-called result-based allocation. This is because the Norwegian Ministry of Education and Research uses numbers from the last two years in the calculation of result-based increase for the current year. Result-based allocation means that the institutions that takes part in this arrangement, have received grants from the Norwegian Ministry of Education and Research based on how much the individual institution has published academically each year. The institutions are credited with publication points each time their employees publish academically. The funding is calculated based on the number of publication points.

The increase in 2024 is calculated on the grounds of a three-year average. See more information in Norwegian about calculations in «Orientering om statsbudsjett for universiteter og høyskoler» on the website of the Ministry of Education and Research.

Information about publication points in DBH

If you are interested in statistics about academic publication, you can find information in Norwegian in Database for statistikk om høyere utdanning (DBH). If you wish to see the calculation of publication points just for the institutions that used to be a part of the result-based allocation, you must actively choose to show the publication points from result-based allocation in the report that you find in DBH.

Reporting of academic publication continues

The Norwegian government will continue the reporting of academic publications. This despite that academic publication no longer is part of the funding of universities and universities colleges. The Norwegian Government thinks that reporting of academic publication is of great value. (Read more in Outlook on the skills needs in Norway, 2023).

Publication points will still be part of the funding of the institute and health sector. The institute sector consists of governmental and private research institutions with research as their main task. The health sector consists of the health trust, health enterprises owned by the regional health authorities in Norway.
