Norwegian Register for Scientific Journals, Series and Publishers 

In the meetings of The National Board of Scholarly Publishing, issues related to scientific publishing are discussed. 

The National Board of Scholarly Publishing is an advisory committee that aims to ensure that academic considerations related to scientific publishing are well taken into account in research policy. The committee includes representatives from the higher education sector, the institute sector and the health authorities.

On the decision meeting 28. May, we assessed suggestions for new publication channels at level 1. We did also reconsider some publication channels that already had been approved as scientific publication channels. Next decision meeting for level 1 is 9. October.

For the decision meeting, the Directorate has assessed

259 publication channels (publication channels that are removed from DOAJ and downgraded in Finland are not included).

12 successors (journals that «inherit» its level from its predecessor in the Norwegian Register, if the criteria for level 1 are fulfilled).

Together 271 publication channels in so far this year.

Of the 271 publication channels that the Directorate processed and assessed, 30 publication channels will specifically be discussed with the Working Committee (AU) for the National Board of Scholarly Publishing:

10 messages of concerns (concerns about the quality of already approved publication channels).

11 follow-up cases (publication channels that we did not decide a level for at the previous decision meeting and that AU is responsible for following up.)

6 special cases (suggestions about publication channels where the Directorate is unsure about the quality of the publication channels).

2 publication channels under discussion (level X).

1 suggestions from South African scholars (due to an agreement entered into with South Africa, we process and assess suggestions from South African scholars. At the request of the AU, these suggestions are a fixed item at the decison meetings).

Of the 355 publication channels that the Directorate processed and assessed, 54 publication channels were specifically discussed with the Working Committee (AU) for the National Board of Scholarly Publishing: 

1 complaints (complaints about previous decisions on level).

Of the 410 publication channels that the Directorate processed and assessed, 137 publication channels were specifically discussed with the Working Committee (AU) for the National Board of Scholarly Publishing:

Of the 496 publication channels that the Directorate processed and assessed, 49 publication channels were specifically discussed with the Working Committee (AU) for the National Board of Scholarly Publishing:

Before the summer holidays get fully under way, we would like to share some updates on what is happening in the Norwegian Register for Scientific Journals, Series and Publishers.

The Norwegian Register is updated with final levels for 2025 and new levels for 2026 in mid-February.

The Norwegian Register for Scientific Journals, Series and Publishers (the Norwegian Register) has recently established a Reference Group. The purpose of the Reference Group is to collect feedback on the Norwegian Register’s features.

On 19. June we were visited by three researchers who travelled all the way from South Korea to Norway to learn more about the Norwegian Register for Scientific Journals, Series and Publishers, popularly known as the Norwegian Register.

At the meeting of the National Board of Scholarly Publishing 3. December 2021, the National Board decided to do a major review among the already approved journals in the Norwegian Register. We effectuated the results of the review 1. August 2023. 


The National Board of Scholarly Publishing has reviewed the Norwegian Register

The criteria for level 1 have been updated! We have expanded the criteria with more points to highlight what we are considering, in addition to the minimum criteria.

New criteria for level 1

The Directorate receives information about the publishing agreements (consortium agreements) from Sikt (Norwegian Agency for Shared Services in Education and Research). We cannot update the Norwegian Register before we have received updated information from Sikt. 

When do we update the Norwegian Register with information about the publishing agreements?

The Norwegian Register is now launched with a long-awaited update, with improvements on security and usability. 

New and improved Norwegian Register

The Norwegian Register for Scientific Journals, Series and Publishers is owned and hosted by the Norwegian Directorate for Higher Education and Research. The Norwegian Register’s function is to give quality assured information about academic journals, series and publishers. 

Who and what is the Norwegian Register?

From 2025 the Norwegian Government makes changes in the system for funding of Universities and University Colleges. Publication points will no longer be part of the funding of the higher education institutions in Norway.
