Regarding the scientific editorial board, there is some recent information here: https://ieeexplore.ieee.org/document/9686995
So, the EiC was stepping down a short while ago, but there is an editorial board. It just changes more slowly than other journals since this journal publishes only once per year.
Regarding the peer review, it follows the same guidelines as the other IEEE transactions or journals at NSD level 1 or 2. This process is described at https://journals.ieeeauthorcenter.ieee.org/submit-your-article-for-peer-review/about-the-peer-review-process/
I do not understand why the registry says the ISSN is "unregistered". The journal reports Print ISSN: 1937-3333, Electronic ISSN: 1941-1189, and they both look registered at https://portal.issn.org/resource/ISSN/1937-3333 and https://portal.issn.org/resource/ISSN/1941-1189 respectively.

2017 was the last time we considered the journal for inclusion. At that time we missed documentation on editorial board and peer review, as you say.
To have it reconsidered, you must submit it as a new journal. If the criteria are fulfilled, we will approve it for level 1.
I have updated the status for the ISSN.
They were shown as "unregistered" because we did some changes in our systems a couple of years ago. We added a function we did not have before, which meant that we could set the status for the ISSN and also show it. Because of this change, all registered journals and series was shown with the "unregistered" statues. Unfortunately we have not been able to update all of the publication channels in our register with the correct ISSN-status as it is a manual job.
