The International Journal of Marine and Coastal Law (IJMCL) is one of two top journals in the field of international law of the sea (the other being the Ocean Development and International Law, ODIL). IJMCL was categorized as "Level 2" in 2009 - and has since that time further increased in both scientific quality of its content, recognition in the international law community and, consequently, in the increase of relevant indexes, such as impact, citation etc. Accordingly also, the IJMCL has since 2009 attracted a higher level of publishing from authors based in Norwegian research and academic institutions. However, in disregard of these facts and quite surprisingly, the IJMCL was in 2019 relegated to "Level 1" - and in that year, no author from a Norwegian institution published in IJMC, which is detrimental both for Norwegian law of the sea community and for the IJMCL.
The decision to relegate IJMCL from "Level 2" to "Level 1" in 2019 was not based on scientific quality factors which must be the only ones relevant for such a decision. I would therefore urge the Legal committee to reconsider that decision, and to return the IJMCL to "Level 2", which is the level appropriate to this top peer-reviewed journal in the international law of the sea field - and was as such firmly established from 2009 until 2019.
