I would like to recommend that this journal be upgraded back to level 2, as it is the premier journal in conservation. By downgrading and replacing it with a science-focused journal, the options for high-quality conservation research to be published at level 2 have been reduced significantly.
This journal cannot truly be compared to Heritage Science. While many articles are heavily science-based, the aims and scope of the journal specifically do not exclude more theoretical or practical submissions. I quote from the journal scope:
"Scientific content is not necessary, and the editors encourage the submission of practical articles, review papers, position papers on best practice and the philosophy and ethics of collecting and preservation, to help maintain the traditional balance of the journal. "
The field of conservation already has very few publications channels within the Norwegian level 2 system. The only current option now for such publications would be Journal of the American Institute of Conservation, and this is not a natural place to publish for researchers based in Europe.
