I don't know about the criterion "Unregistered confirmed ISSN". But this journal has both Electronic ISSN: 2576-3199 and Print ISSN: 2576-3180.
It is a proper journal by IEEE. Indeed it attracts increasing attention and has become an important journal in the IoT researcher community.
Therefore I highly recommend to include this journal as a (at least) Nivå-1 journal.
