I firmly believe that IEEE Transactions on Systems, Man, and Cybernetics: Systems (ISSN 2168-2216) should be categorized as level 2. It has a high impact factor of 7.3 and has, in the last years, become one of the significant publication channels in Cybernetics.
This journal recently changed from Part A, Part B, and Part C, which were all level 2. After the update, this journal has been changed to level 1.

IEEE Transactions on Systems, Man & Cybernetics. Systems (Print ISSN: 2168-2216; e-ISSN: 2168-2232) is one of the top most journals in the field of robotics, control systems and artificial intelligence. It's impact factor is extremely high 7.351. It has an h-index of 111 (https://www.scimagojr.com/journalsearch.php?q=21100262320&tip=sid). Also, it is a new version of an IEEE Transactions journal which had 3 parts: IEEE Transactions on Systems, Man & Cybernetics. Part A, B and C which had ceased production in 2012 to create the new version. And, more importantly, all the three parts of the old version of the journal were level 2.

It is an internationally acclaimed and world renowned journal and deserves to be level 2.
